They are used by the Administrators to give privileges to large groups of users. You cannot make them, they have to made by someone with Admin privileges.

I've considered using phpBB's usergroups as a mailing list, as way to manage people who would like to be notified by mail about Big-O or AIM+ releases. Hopefully I'll get that setup someday soon, since I know that some people would really like it -- but I'm not sure if it'll be using phpBB's usergroups, the way groups are done in phpBB is rather odd..
