Is the computer old?

I would say it is something in the bios.

What OS is it?

(I'm thinking something along the lines of how the computer will actually turn off as the issue, only it is set to restart instead)

I ran into this problem when I upgraded a friends computer to WinXP. Apparently the burner software that came with their Dell was incompatible with WinXP and would cause an error to be raised on shutdown. There was a setting that I can't recollect now that tells WinXP to restart on error. Once I turned that off, I got the familiar Blue Screen with the error message and was able to Google my way to a solution. The solution was a patch of some kind.

This may not be your same exact problem, but if you recently upgraded to WinXP or have installed something with WinXP, you may have ran into this same kind of problem

Right Click on My Computer

Click properties

Click the advanced tab

Click the settings button for "startup and recovery"

Uncheck "Automatically restart" undet System failure

- Now see if it still happens.

If the problem doesn't go away, at least it will provide a little more insight on what the error is (if this was the reason it was restarting at shutdown)
