Photoshop Filters to PSP?

I have Paint Shop Pro 7. I recently started downloading filters for it, which work fine and give me no problems. I noticed a few filters in Photoshop 7, such as Wind, which I really liked. Now, since they were .8bf files I just moved them to my Plugins folder and restarted PSP. Now, they show up on the menu, but when I click it, it says it cannot find the file. Did Photoshop possibly make their filters so that PSP users couldn't use them? Maybe the other way around? Or am I just doing something wrong? Thanks in advance for any help.

Check Help section #2.

You need this file in your Windows/System folder:
(That way PSP can read the PhotoShop filters)

Download at your own risk!

I already have that file. You need that .dll to get PSP to run the other plugin filters. Thanks anyway, though.
