This usually starts to happen after I've been running AIM+/AIM for a few days. If I go to AIM+ Preferences, if I click Cancel without changing any settings, I notice the AIM banners show up. I go back to preferences, and the Remove Ads is now unchecked (I have it enabled/checked normally). So I recheck it, it hides the ads, if I go back to prefs and click cancel it will happen again. I just rebooted and it's not doing it anymore, but it will probably by tomorrow.
I am running Windows XP Professional with all critical updates installed.
I am running AIM 4.8.2790, which I downloaded 2 days ago.
Just incase it matters, here are my AIM+ settings:
New version reminder: never
IM/Chat History: Enabled, default directory
Remove Ads: Enabled
Show Menu Bar: Enabled
Show Online/List Tabs: Enabled
Any item not listed as enabled, is disaled.
Running AIM+ 2.2 build 63
Other than this bug (which isn't that annoying), great program!
Remove Ads automatically unchecked.

I've heard one other report (by email) that hitting 'cancel' on the AIM+ Preferences dialog will do something other than simply leaving your previous settings alone..
I haven't been able to get this to happen for me, yet, though. I took a look at the dialog's code and I don't see yet why this would be happening either..
This was an excellent bug report, though . I've now got my AIM+ configured just like yours (same OS, version of AIM too), so I'll be trying over the next few days to see if I can get this to happen for me.
Hopefully I'll be able to figure it out, thanks for the awesome report!
