How does transparency work?

I'm a student, I was wondering if it wasn't too much troble if you could tell me how you did that tranlucency thingy. I'm not doing to well in my vC++ class(because i forgot to do on of the major programes) and was wondering how you did the transparincey thingy. I would save my grade in the class
