does aim+ work with overseas versions of aim?
i'm running japanese aim and want to know if it'll be screwy if i install

I honestly don't know.
With UK and German versions of AIM 4.x, we had reports that there were some cosmetic issues when using AIM+ (things didn't look right). Although, I think we resolved most of them by now, and AIM+ was still pretty functional.
If you're typing in a language that uses an extended character set (I'm not sure if this is possible with AIM..), then the logging isn't likely to work - since the logging code does not use UNICODE.
I'd encourage you to try it out, if the results aren't satisfactory you can simply uninstall AIM+.
