Have we ever had any user groups?

how do we make them (just curious)

Nope we have not.

The Admins make them.

Usergroups are used to seperate the entire membership to a select group.

A good example of a use for usergroups are moderators.
You put the mods into a group and then give that group the permissions needed to mod certain (or even) all forums.

The issue here is that no two mods have the same 2 forums, so intead it is done by member instead of by group.

but if a user group was not of mods then it would have no real reason except for saying, i'm apart of this group?

You could also give select people access to hidden forums, but with no special abilities.

A example would be if I had a weblog that I didn't any one I don't know to see... I would put the people I don't mind seeing it into a user group.
