Good point Leah-la. Of course, if this feature were implemented, it would always be optional. GAIM achieves the effect you're looking for, although people still get the auto-response the first time. Although a good idea, I don't believe it's feasible. Even if you tricked AIM into reading the file as smaller than it really is, it would figure it out when it was sending the file.
