how do you get the dots for the ranking. is there some HTML i need? I'm using phpbb.

Ranks. Goto the Admin Panel within phpBB, from there, the left Administration panel ...all the way at the very bottom. Ranks. Click that and you can set it up. Just play with it a bit.. you'll soon understand. You can change the numbers to whatever you want.
As for the avatars you need to have the images directory set to Read, Write and Execute for everyone. Owner (User for *nix), Group, and Others.
If you have Shell access via SSH/ Telnet or using a *nix computer... CHMOD the directory 777.
You got to upload images to say /forums/images/ranks (or whatever)
You then put the path as /images/ranks for the image you want to use...
I could go in and show you a example for that if you want... But then it would involve the admin thing again... Or I could just walk you through it on AIM.
